Senior Policy Advisor

Chever provides strategic advice and policy support across The Circulate Initiative’s portfolio of existing and planned programs and international engagement.

A retired diplomat, Chever has more than 25 years of experience in diplomacy, international assistance, trade, and finance, serving in seven countries and as an international trade and environmental negotiator. She identifies opportunities for The Circulate Initiative to engage internationally and build innovative partnerships.

Prior to joining The Circulate Initiative, Chever served as Director of Plastics Policy and Finance at Ocean Conservancy. She led work on multiple publications, including the Plastics Policy Playbook; Exploring Solutions to Ocean Plastics. In addition, she oversaw a portfolio that included the Trash Free Seas Alliance, Urban Ocean, projects in Viet Nam and Mexico, and Ocean Conservancy’s engagement with various international plastics forums.

Chever holds a Master of Science in National Security Strategy from the National War College, as well as a Bachelor of Arts in Economics and a Bachelor of Arts in Russian Studies from Trinity College, United States.
